Legal status and official approval questioned; ASEAN Records presents official documents to clarify controversy

Legal status and official approval questioned; ASEAN Records presents official documents to clarify controversy

(Kuala Lumpur, 13th) ASEAN Records Sdn Bhd today issued official approval documents to clarify several recent unfounded allegations questioning its legal status.

ASEAN Records Executive Director and Chief Forensic Officer Wong Tze Ning and Koo Chun Ming, along with their legal team, held a press conference accompanied by Xie Zhiwei, Deputy Chief of the DAP Youth Wing of the Federal Territory of Kuala Lumpur and Chief of the DAP Youth Wing of Kepong.

Huang Zining stated that ASEAN Records received several false accusations questioning its legal status last Sunday (10th) and filed a police report the following day.

She pointed out that as a legally incorporated company in Malaysia, it holds formal written approval from the ASEAN Secretariat, which allows it to use the name “ASEAN” in its company name.

“This approval document, numbered CCAD/LSAD/UNA/2023/Vol.1/014 and dated December 1, 2023, was personally signed by His Excellency Tran Duc Binh, Deputy Secretary-General for ASEAN Community and Corporate Affairs.

“The approval document has been formally signed and remains fully valid.”

She said that ASEAN Records also holds a ministerial approval issued by the Malaysian government under Section 27(3) of the Companies Act 2016, allowing the use of the gazetted word “ASEAN” in the company name, document number P/S/2023/A/004396, dated November 14, 2023.

Furthermore, regarding allegations of false claims of official recognition, certification, or affiliation, Huang Zining pointed out that ASEAN Records has never made any false statements about its status.

She said that the approval granted by the ASEAN Secretariat in December 2023 explicitly allows ASEAN Records to use the name “ASEAN” as the company’s corporate identity and for the operation of the regional record certification platform.

“Our company has been operating within the scope of this approval since its inception, and has not received any notice of revocation, withdrawal or modification.”

She stated that the company respects the status of the ASEAN Secretariat as a regional intergovernmental body, and that it is an independent business entity operating under the formal approval of the name “ASEAN”.

Huang Zining made these remarks at a press conference held this morning at the Kepong Parliament Service Centre.

On the other hand, Gu Junming clarified that ASEAN Records issues records as an independent regional certification platform, and is not an institution, agency or representative of the ASEAN Secretariat.

“This stance has remained consistent and unchanged in all of our company’s promotional materials, award ceremonies, and external communications.”

“The records issued by our company are recognitions of outstanding achievements at the ASEAN regional level, certified by an independent body operating under the official approval of the name ‘ASEAN’. These records do not claim to be issued directly by the ASEAN Secretariat.”

In addition, he pointed out that ASEAN Records is a commercial entity (Sendirian Berhad) legally registered in Malaysia. It operates as a paid certification platform, and its operating model is consistent with mature certification industry practices globally and regionally. Similar to other internationally recognized certification bodies, it conducts commercial operations while maintaining the credibility of the organization.

He reiterated that the ASEAN record has been approved at both the national level (by the Minister of the Companies Commission of Malaysia (SSM) under the Ministry of Domestic Trade and Cost of Living (KPDN)) and the regional level (by the ASEAN Secretariat) to operate as a business entity under the name “ASEAN”.

“The two-tier approval process reflects the company’s legal and transparent operating foundation.”

We are preparing relevant legal documents and will take action against all those involved.

Huang Zining emphasized that the recent accusations against ASEAN Records are all untrue. The company possesses the necessary approval documents, as well as relevant documentary evidence supporting its legal status and operation under the name “ASEAN”.

She said that in order to protect the company, the record holder, and their legitimate rights to use the name “ASEAN,” ASEAN Records will initiate necessary legal action, and will not comment further on the specific details of the relevant litigation proceedings at this time.

“The relevant documents and evidence will be presented at an appropriate time after legal proceedings are initiated against the responsible parties.”

Huang Zining pointed out that ASEAN Records has filed a police report regarding the incident and is currently preparing relevant legal documents and litigation procedures

Datin Wen Qiaohe, co-founder of Zhang & Wen Law Firm, pointed out that his legal team has been commissioned to provide legal advice to ASEAN Records, and the relevant legal documents are currently being prepared.

She said that because the incident involves a wide range of issues and a lot of misinformation has appeared in the media and on social media, several investigations are currently underway.

“This press conference is crucial to clarifying the facts. There is no accurate number of people involved at present, but we will take legal action against all those who have been identified as being involved.”

At the same time, Gu Junming expressed his gratitude to the ASEAN record holder, partners, and the many supporters who have trusted the company.

“It is your trust that drives us forward, and we will continue to give our all in accordance with the standards you expect.”

Other attendees included Dato’ Chang Yu Xiang, managing partner of Chang & Wen Solicitors, lawyer Wong Yuen Xuan, and lawyer Wan Mohd Assau.

ASEAN Records is an independent regional record certification platform. Since its official launch on November 14, 2024, it has awarded more than 250 ASEAN-level record certifications to outstanding companies, organizations and individuals. It has also held nine “Gather of Achievers” award ceremonies, with a total attendance of more than 1,500 people.

The curriculum covers key areas including:

  • Emotional Selling

Built upon the strong training foundation of PropNex Singapore, the programme is led by Alan Lim, Co-Founder and Director of PropNex Singapore, whose methodologies have consistently produced top-performing agents across the region.

Through continuous learning, mentorship, and empowerment, PropNex Malaysia aims to equip negotiators with deeper market understanding, enabling them to guide buyers and sellers towards informed property decisions rather than transactional purchases.

This approach reflects the company’s broader vision of elevating professionalism within the industry while helping the public better understand property ownership, investment, and long-term wealth planning.

Cultivating Millionaire Achievers Through Training Excellence

Since its launch in Malaysia in 2019, AST has completed 18 successful editions, establishing itself as one of the region’s most recognised real estate training platforms. This latest edition brought together 54 millionaire achievers on-site, reflecting the strength of the AST ecosystem and its ability to attract high-performing real estate professionals from across the industry.

AST is not simply about learning how to sell property. It is about helping negotiators become trusted consultants who can guide the public towards making informed and sustainable property decisions.

Fort Cornwallis Recognised by ASEAN Tourism Records for Its Historical Significance as the Oldest Star Bastion Fort on the Malay Peninsula

Fort Cornwallis Recognised by ASEAN Tourism Records for Its Historical Significance as the Oldest Star Bastion Fort on the Malay Peninsula

ASEAN Records is proud to officially recognise Fort Cornwallis under ASEAN Tourism Records for achieving the milestone:

Oldest Intact Star Bastion Fort Built by the British East India Company on the Malay Peninsula (Construction commenced 1786; approximately 38,800 sq. m footprint)

This recognition highlights Fort Cornwallis as one of the most historically significant colonial landmarks in Southeast Asia, reflecting its enduring role in the early formation of Penang and its continued importance as a cultural and heritage destination.

A Landmark in the Founding of Penang

Fort Cornwallis traces its origins to 1786, when Captain Francis Light of the British East India Company established a settlement on Penang Island. The fort was initially constructed as a defensive structure to protect the fledgling colony from potential threats, marking the beginning of British presence in the region.

Named after Charles Cornwallis, then Governor-General of India, the fort stands as a physical reminder of Penang’s early colonial history and its strategic role in regional trade and maritime routes.

Although originally built using timber, the fort was later reconstructed in brick and stone in the early 19th century, giving rise to the structure that remains today.

A Star Bastion Fort Preserved Through Time

Designed in the shape of a star bastion, Fort Cornwallis reflects European military architectural principles of the 18th century, built to provide defensive advantage through angled walls and strategic positioning.

Spanning approximately 38,800 square metres, the fort remains the largest standing fort in Malaysia and one of the few intact examples of its kind on the Malay Peninsula.

Despite its military origins, the fort was never engaged in active combat, allowing its structure to be preserved over centuries. Today, it stands as a rare and well-maintained example of colonial fortification architecture in the region.

A Living Heritage Site and Cultural Destination

Over time, Fort Cornwallis has evolved from a military installation into a key heritage and tourism landmark in Penang.

Located near George Town, a UNESCO World Heritage Site, the fort attracts visitors from around the world who come to explore its historical features, including cannons, barracks, chapel ruins, and exhibition spaces that tell the story of Penang’s early development.

As part of Malaysia’s broader tourism landscape, Fort Cornwallis plays an important role in preserving and showcasing the country’s colonial past while contributing to cultural education and tourism growth.

A Milestone Moment of Recognition

The ASEAN Tourism Records recognition was certified in acknowledgement of Fort Cornwallis’ historical significance and preservation.

The recognition was received by Mr Nigel Law Hun Chuen, Managing Director, in honour of his role in supporting the continued conservation and promotion of Fort Cornwallis as a national heritage landmark.

Voices of Leadership

Reflecting on the recognition, Mr Nigel Law Hun Chuen shared:

Fort Cornwallis is more than just a historical structure—it represents the early foundations of Penang and its role in regional history. Preserving this site means preserving a part of our identity and heritage.

Through ongoing conservation and enhancement efforts, we aim to ensure that Fort Cornwallis remains accessible, relevant, and meaningful to both local communities and international visitors. This recognition encourages us to continue safeguarding its legacy while sharing its story with future generations.”

Preserving History for Future Generations

This recognition underscores the importance of preserving historical landmarks that contribute to the identity and cultural memory of a nation.

Fort Cornwallis stands not only as a monument of the past, but as an educational and cultural asset for future generations—offering insights into the region’s colonial history, architectural heritage, and evolving identity.

About Fort Cornwallis

Fort Cornwallis is a historic star bastion fort located in George Town, Penang, Malaysia. Established in 1786 by the British East India Company, it is the oldest intact fort on the Malay Peninsula.

Today, the site serves as a heritage attraction, offering visitors a glimpse into Penang’s early colonial history through preserved structures, historical exhibits, and cultural experiences. As one of Malaysia’s most iconic landmarks, Fort Cornwallis continues to play a key role in promoting heritage tourism and historical awareness.

Perbadanan Kota Buku Recognised by ASEAN Records for Largest Book Swapping Event Under a National Reading Initiative

ASEAN Records is proud to officially recognise Perbadanan Kota Buku for achieving the milestone:

Largest Book Swapping Event Organised under a National Reading Initiative (2,890 Participants from 5:00 PM to 9:00 PM on 25 April 2026 during Kota Baca 2026 at Dataran Merdeka, Kuala Lumpur)

This recognition highlights a significant nationwide effort to promote reading culture through large-scale public engagement, reinforcing the role of books and literacy as central pillars of a knowledge-driven society.

Driving a Nationwide Reading Movement Through Kota Baca 2026

The record-setting event took place as part of Kota Baca 2026, a national literacy programme organised by the Ministry of Education and implemented by Perbadanan Kota Buku. Held from 23 to 26 April 2026, the initiative coincided with the World Book and Copyright Day celebrations, with its main activities centred at Dataran Merdeka, Kuala Lumpur.

A Landmark Book Swapping Event Engaging Thousands

A key highlight of the programme was the mass book swapping event, held on the evening of 25 April 2026 at Dataran Merdeka, where 2,890 participants gathered in a coordinated, large-scale exchange of books.

This event formed part of a broader programme segment described as the “Himpunan Tukar Buku Terbesar di Asia Tenggara,” where participants actively exchanged books in a shared space, symbolising knowledge sharing and community participation.

Beyond its scale, the initiative encouraged meaningful interaction among participants, promoting the idea that books are not only personal possessions but shared resources that can circulate knowledge across communities.

Integrating Literacy, Culture, and Community Engagement

Kota Baca 2026 featured a wide range of programmes designed to engage audiences of all ages, combining literacy, cultural expression, and community participation.

These included literary and cultural performances such as poetry readings and theatre, intellectual discussions on topics including artificial intelligence, storytelling competitions, and interactive sessions with authors and national literary figures.

Community-focused activities such as family-friendly programmes, book-themed runs, and interactive initiatives like the Kota Baca Passport further enhanced visitor participation, creating an inclusive and dynamic environment that encouraged active engagement with reading and literature.

A Milestone Moment of Recognition

The ASEAN Records certificate was officially presented on 25 April 2026 at Dataran Merdeka, Kuala Lumpur, in conjunction with Kota Baca 2026.

The recognition was received by Puan Adibah Omar, Chief Executive Officer of Perbadanan Kota Buku, and witnessed by YB Fadhlina Sidek, Minister of Education, highlighting the national significance of the initiative and its contribution to Malaysia’s reading agenda.

Voices of Leadership

Reflecting on the recognition and the broader impact of the initiative, Puan Adibah Omar shared:

“This achievement reflects a collective effort to bring books back into the centre of society. Kota Baca is not just an event, but a national movement to cultivate a culture of reading among Malaysians.

By creating large-scale, inclusive platforms such as the book swapping initiative, we aim to encourage knowledge sharing, strengthen community engagement, and inspire a lifelong habit of reading across all levels of society.”

Advancing Malaysia’s Reading Culture Through National Initiatives

This milestone underscores the importance of sustained, large-scale initiatives in shaping reading habits and building an informed, knowledgeable society.

Kota Baca 2026 demonstrates how integrated programmes—combining physical events, digital platforms, and community participation—can effectively promote literacy while fostering social cohesion.

As Malaysia continues to advance its national reading agenda, initiatives like this play a critical role in positioning the country as a regional leader in literacy and knowledge development.
