A Longstanding Commitment to International Peacekeeping

Since Malaysia became a member of the United Nations in 1957, the country has consistently supported international efforts to preserve peace and global stability. Within this wider national commitment, Polis Diraja Malaysia has played a vital role by deploying highly trained police personnel to peacekeeping missions in conflict-affected and post-conflict environments around the world.

PDRM’s participation in United Nations peacekeeping missions began in 1991 in Angola, marking the start of more than three decades of continuous contribution to global peace and security. Since then, Malaysian police officers have served in 13 United Nations peacekeeping missions, undertaking responsibilities that extend beyond law enforcement to include peacebuilding, institutional development, civilian protection, and post-conflict recovery.

The recognised record specifically honours PDRM’s continuous deployment to a single host country between June 1999 and December 2012, involving 2,620 personnel. This total comprised 609 individual police officers serving across five successive United Nations missions and 2,011 Formed Police Unit (FPU) personnel deployed through 14 contingent rotations, representing the largest personnel deployment by a national police force to a single host country throughout an entire sequence of United Nations missions.

Serving Through Individual and Formed Police Deployments

The achievement reflects the breadth of PDRM’s peacekeeping responsibilities through both Individual Police Officers (IPO) and Formed Police Units (FPU).

Individual police officers contributed specialised expertise in community policing, criminal investigations, institutional capacity building, police training, election security, monitoring, advisory services, operational coordination, and rebuilding public confidence in local law enforcement agencies. Working alongside international partners and local authorities, they helped strengthen policing institutions while supporting communities recovering from conflict.

Complementing these deployments, Formed Police Units provided organised operational capabilities for public order management, critical infrastructure protection, high-risk security operations, escort duties, civilian protection, and emergency response. Across 14 contingent rotations, PDRM personnel consistently demonstrated the discipline, professionalism, and operational readiness required under demanding United Nations standards.

Together, these deployments showcased Malaysia’s ability to contribute both specialist expertise and fully operational police contingents capable of responding to complex international peacekeeping environments.

Before deployment, officers undergo rigorous selection, assessment, specialised training, and mission preparation to ensure they meet United Nations operational requirements, including leadership, communication, crisis management, cultural awareness, and mission readiness. These preparations enable Malaysian officers to perform effectively in diverse environments while maintaining the highest standards of professionalism.

The achievement also recognises the personal sacrifices made by officers and their families. Serving in conflict zones often means prolonged separation from loved ones, adapting to unfamiliar cultures, operating under uncertain security conditions, and making difficult decisions in environments where lives and communities depend upon effective leadership.

The ASEAN Records recognition coincides with the publication of Misi Pengaman Pertubuhan Bangsa-Bangsa Bersatu Polis Diraja Malaysia, an official publication documenting more than three decades of PDRM’s involvement in 13 United Nations peacekeeping missions since 1991.

Produced through a collaboration between Polis Diraja Malaysia and UPM Press, the publication chronicles the force’s peacekeeping legacy, covering mission preparation, deployment procedures, operational experiences, leadership, crisis management, international cooperation, and post-conflict policing.

Beyond preserving institutional history, the book captures the sacrifices, resilience, and experiences of Malaysian officers who served under the United Nations flag. It highlights how PDRM personnel navigated complex humanitarian crises, worked across diverse cultural environments, and made critical decisions in challenging operational settings, demonstrating the effectiveness of Malaysia’s policing approach on the international stage.

The publication is intended to serve as a valuable reference for researchers, policymakers, future peacekeepers, and the wider public, ensuring that the operational knowledge, leadership lessons, and peacekeeping experiences accumulated over decades continue to benefit future generations.

The ASEAN Records certificate was officially presented on 9 July 2026 at Royal Chulan Kuala Lumpur.

The recognition was received by YDH IG Tan Sri Dato’ Seri Hj. Mohd Khalid bin Hj. Ismail, Inspector-General of Police, on behalf of Polis Diraja Malaysia, in acknowledgement of the force’s sustained deployment of 2,620 personnel to a single host country across a complete sequence of United Nations peacekeeping missions from June 1999 to December 2012.

The presentation was witnessed by YBhg. Tan Sri Prof. Datuk Wira Dr. Abdul Latiff bin Abu Bakar, Chairman of the Organising Committee, YBhg. Dato’ Abdul Halim bin Abdul Rahman, Deputy Secretary-General for Security at the Ministry of Home Affairs, and Tan Sri Datuk Danny Ooi, Chairman of the Advisory Board of ASEAN Records.

The first title in the recognised collection was indexed on 4 June 2024. Within just over two years, the collection expanded to 271 indexed scholarly books, supported by rigorous editorial processes, peer review, publishing ethics, metadata preparation, and adherence to international indexing standards.

Supporting Scholarship in English and Malay

A defining feature of the achievement is the inclusion of scholarly works published in both English and Malay.

Indexing Malay-language books in Scopus is essential for strengthening the global visibility and impact of Malaysian scholarship. It enables locally produced knowledge to become internationally discoverable, reinforces the quality and credibility of regional academic research through globally recognized standards, and provides non-English-speaking scholars with greater opportunities to engage in international academic discourse while overcoming geographical and linguistic barriers.

The 192 English-language titles strengthen the international reach of research produced through Malaysia’s higher education community. Equally significant is the successful indexing of 73 Malay-language scholarly books and six bilingual volumes, demonstrating that high-quality academic publications in the national language can also achieve international discoverability.

Beyond expanding access to Malaysian scholarship, the achievement represents an important milestone in elevating Bahasa Melayu within global academic publishing. UPM Press became the first publisher in the world to successfully index Malay-language scholarly books in the Scopus database, establishing a new benchmark for multilingual scholarly publishing. The press has also successfully indexed scholarly books in the Indonesian language, further supporting the visibility of regional languages within international academic literature.

The recognition also highlights the importance of scholarly books within academic research and knowledge exchange.

While journal articles remain a major component of academic publishing, scholarly books provide opportunities for comprehensive research, in-depth analysis, specialist reference materials, and interdisciplinary knowledge sharing.

Through the successful indexing of its publications, UPM Press has strengthened the international visibility of university-based book publishing while creating wider opportunities for Malaysian scholarship to be discovered, cited, and referenced by researchers around the world.

The additional 20 titles approved by Scopus as “In Scope” further demonstrate the press’ continuing efforts to expand its internationally indexed collection while maintaining high publishing standards.

The ASEAN Records certificate was officially presented on 23 July 2026 at the Kuala Lumpur Golf & Country Club (KLGCC), Bukit Kiara, Kuala Lumpur. The recognition was received by Professor Ir. Ts. Dr. Mohamed Thariq Hameed Sultan, Director of Pusat Penerbit UPM (UPM Press Centre), in acknowledgement of UPM Press’ achievement in building the first and largest university press collection of Scopus-indexed scholarly books in English and Malay.

The presentation was witnessed by Tun Seri Setia Dr. Haji Mohd Ali bin Mohd Rustam, Yang di-Pertua Negeri Melaka. It formed part of the official programme for the launch of Dari Pendang ke Bukit Aman: Jejak Integriti, the biography of Deputy Inspector-General of Police Tan Sri Datuk Seri Ayob Khan bin Mydin Pitchay, which was officiated by Tun Seri Setia Dr. Haji Mohd Ali bin Mohd Rustam. The programme also included an address by Tan Sri Ayob Khan, the book launch ceremony, and the formal recognition of UPM Press by ASEAN Records.

The book was officially launched by Tun Seri Setia Dr. Haji Mohd Ali bin Mohd Rustam, Yang di-Pertua Negeri Melaka, during the ceremony at Kuala Lumpur Golf & Country Club (KLGCC). Organised with the participation of UPM Press, the Royal Malaysia Police (PDRM), Yayasan Generasi Malaysia (YGM), and the National Book Development Foundation, the publication commemorates Tan Sri Ayob Khan’s distinguished career in public service while highlighting the values of integrity and leadership that have defined his professional journey.

By 2026, the programme had successfully completed its second edition, reinforcing MIFFEST’s long-term commitment to celebrating regional storytelling, strengthening cultural exchange, and positioning Malaysia as a meeting point for filmmakers throughout ASEAN.

Beginning in 2026, MIFFEST also established a cross-continental distribution partnership, creating new opportunities for selected films to reach audiences beyond the festival circuit while expanding the international visibility of Southeast Asian cinema.

Opening the Festival with a Malaysian World Premiere

The opening ceremony concluded with the world premiere of the Malaysian feature film Baga: Tomorrow Belongs To No One at GSC MyTOWN, setting the tone for MIFFEST 2026 and this year’s festival theme, “Resonance.”

Directed by Ariff Zulkarnain and produced by Syafiq Kyle and Syafiq Yusof, the neo-noir drama is set within a conservative fishing village on Malaysia’s East Coast. It follows two young lovers, Jani and Melur, whose hopes for the future are disrupted by an unexpected pregnancy, poverty, addiction, and the difficult realities of their surroundings.

Starring Amir Ahnaf, Amirah Razak, Wan Hanafi Su, Fad Anuar, Mat Over, and Zalif Side, the film draws inspiration from the director’s own upbringing and explores themes of resilience, consequence, and human vulnerability through a deeply Malaysian narrative.

As the opening film of MIFFEST 2026, Baga: Tomorrow Belongs To No One embodied the festival’s commitment to showcasing authentic local stories with universal appeal, demonstrating how Malaysian cinema continues to resonate with audiences both regionally and internationally.

The ASEAN Records certificate was officially presented on 18 July 2026 during the 9th Malaysia International Film Festival Opening Ceremony held at MyTOWN Shopping Centre, Kuala Lumpur.

The recognition was proudly received by Joanne Goh, President of the Malaysia International Film Festival (MIFFEST), in acknowledgement of her visionary leadership in establishing and growing one of Southeast Asia’s leading independent international film festivals.

The presentation was witnessed by Datuk Monaharan Periasamy, Chairman of Tourism Malaysia, reflecting the festival’s growing contribution to Malaysia’s tourism, cultural diplomacy, and creative economy.

First and Highest-Altitude Business Congress Convened at a Mountain Summit
(Low’s Peak, 4,095 m, Mount Kinabalu; 18 delegates and 4 speakers ascending on foot; 1 session chaired at the peak; 17 June 2026).

This achievement reflects exceptional determination, entrepreneurial spirit, and leadership, setting a new benchmark for experiential business engagement and resilience-driven entrepreneurship across the ASEAN region.

Redefining Business Leadership Beyond the Boardroom

The MALAYSIA SME Sportrepreneur Congress transformed the conventional business conference by bringing entrepreneurship to the summit of Mount Kinabalu, Malaysia’s highest peak.

Following ten months of preparation, 18 entrepreneurs and delegates, together with four business speakers, ascended on foot to Low’s Peak (4,095 metres), where they successfully convened a formal business congress session. The initiative combined leadership, teamwork, endurance, and personal resilience in an environment far removed from traditional conference venues.

By integrating entrepreneurship with outdoor challenges, the congress demonstrated that business growth and personal wellbeing can progress hand in hand.

Inspiring a New Generation of Sportrepreneurs

Held in conjunction with Visit Malaysia Year and Visit Sabah Year, the congress also showcased Sabah as a destination for business events, adventure tourism, and leadership development.

Participants shared insights on entrepreneurship, resilience, collaboration, and perseverance while drawing meaningful parallels between climbing a mountain and building successful businesses. The event also witnessed the launch of SUMMIT, a commemorative publication documenting the expedition through personal reflections from all 18 participants, preserving the lessons learned throughout the journey.

The ASEAN Records certificate was officially presented on 7 July 2026 at Soul Voice, Puchong, marking the formal recognition of the MALAYSIA SME Sportrepreneur Congress achievement.

The recognition was received on stage by Wayne Lim, Organising Chairman of the MALAYSIA SME Sportrepreneur Congress 2026 and President & Chief Editor of MALAYSIA SME MEDIA GROUP, representing the organising team and all expedition members whose collective commitment made this historic achievement possible.
